CHEANETTE STOBBS
Ms. Cheanette A. Stobbs is an Attorney-At-Law practicing civil, conveyance as well as criminal law. Ms. Stobbs started her professional career as a teacher and has dedicated a significant number of years to the education system. She also served as a Probation After-Care Officer. She continues to use her experience garnered over the years to provide mentorship for a number of young people.
Ms. Stobbs is a past student of Westwood High school, Montego Bay High School and the Shortwood Teachers’ College. She holds a Bachelors degree in Education from The University of the West Indies, an LLB from the University of London and a Legal Education Certificate from Norman Manley Law School.
She hails from the parish of Trelawny and has made valuable contribution to the community where she served as distinguished Past President of the Kiwanis Club of Upper Trelawny. Ms. Stobbs is passionate about making a difference and takes pride in providing her service in areas that she feels contributes to the greater good of the community and her country.
DEBBY ANN BROWN SALMON
Chairman
Mrs. Debby Ann Brown Salmon was called to the Jamaica Bar in 2012 and a year later, she became one of two partners at the Salmon and Swaby Law Firm, a private practice which she started with her business partner. Her legal career began with a short stint at the Bank of Jamaica (BOJ) where her responsibilities included in-depth research on the regulation and supervision of Jamaica’s financial system, looking at a macroprudential approach, the regularisation of Building Societies across Jamaica, rationale for establishing a Financial Stability Committee, Anti Money Laundering (AML) and Combating the Financing of Terrorism (CFT), among others.
Mrs. Salmon received a scholarship in 2000 to complete her Bachelor of Science Degree at the State University of New York (SUNY) College at Brockport and was a secondary school teacher for over a decade before earning her LLB degree with Honours from the University of London and completing two years of Legal Education at the Norman Manley Law School.
She grew up in the parish of St. Ann, where she attended St. Hilda’s Diocesan High School. She studied the Arts at the Edna Manley College of the Visual and Performing Arts where she later served as the Chairman of the Steering Committee for the school’s alumni association from 2010 to 2012.
Mrs. Salmon is motivated by the teachings of the great Mahatma Ghandi, one of her favourite philosophers and lives by the mantra, “Strength does not come from winning. Your struggles develop your strengths. When you go through hardships and decide not to surrender, that is strength.”
FLORETTE BLACKWOOD
Mrs. Florette Blackwood has over twenty years of experience in policy design and project management within government and non-government organisations at the national and international levels. Her specialised skills include Strategic Planning, Monitoring and Evaluation, Youth and Community Development, Sports Administration, Sport Tourism, Micro-Enterprise Development, Gender Affairs, Peace Building and Relationship Management.
She was the principal writer of the Green Paper on the Jamaica National Sports Policy and has worked to develop policy guidelines for sporting associations and federations proposing to host international sport events in Jamaica.
Mrs. Blackwood joins the Board of the Jamaica Anti-Doping Commission after having served as its Acting Executive Director from November 2011 to April 2012. She is also a member of the Sport and Entertainment Committee of the Ministry of Tourism, the Tourism Competitiveness Task Force and a volunteer teacher with the Jamaica Foundation for Lifelong Learning (JFLL). She has a wealth of volunteer experience, having also been a member of the boards of the Social Development Commission (SDC), the National Youth Service (NYS) and the Young Men’s Christian Association (YMCA). She has also been a part of several other organisations and initiatives aimed at development both nationally and internationally.
She holds a B.Sc. in Social Work from the University of the West Indies (UWI), Mona and a M.A. in Conflict Analysis and Management (2002) from Royal Roads University in Canada.
PETER CHIN
Mr. Peter A. Chin is a registered Pharmacist who currently holds the position of Managing Director for the Victory Drug Store as well as Harmony I Mine Limited, a limestone quarry prospecting for Ground Calcium Carbonate.
He holds a Bachelor’s degree in Marine Sciences with minors in Zoology and Chemistry from the University of the West Indies and a Diploma in Pharmacy from the University of Technology.
Mr. Chin previously served on the board of the Jamaica Anti-Doping Commission from 2010 to 2011 as Chairman for the Policy and Technical Committee. He also served as Chairman of the Board of the Spanish Town High School. He still sits on the Board as the Deputy Chairman.
Mr. Chin believes that “Quality of life is through active service to community.”
Suzzette Ison
Principal Director – Sport Policy Development & Monitoring, Ministry of Culture, Gender, Entertainment & Sport, JAMAICA
Proficient in the areas of policy formulation, project planning, development and management, networking, negotiating bilateral cooperation agreements and in motivating and mobilising youth, sport and community groups, Suzzette Ison has seventeen years’ experience in the Jamaican public sector.
She was a key figure in the development of Jamaica’s National Youth Development Programme and coordinated the establishment of the Government’s flagship Health, Life and Personal Accident Insurance Plan for over 1500 National Level athletes spanning 33 sporting disciplines. Among her achievements is the coordination of Jamaica’s largest Technical Cooperation Project on Sport Coaching which included training for 138 athletes, coaches and managers across 7 sporting disciplines.
She has special skills in information dissemination, problem solving, communication, behaviour change management and team building.
Suzzette stumbled into social development having taught at the secondary level for 2 years and realizing that she wanted to be part of the transformation of lives in some other way than in academics. In her drive to contribute to the empowerment of young people, she has undertaken research and has authored 4 unpublished papers in the field of youth development.
This full-time wife, mother and public servant enjoys gardening, cooking, crafting and painting which helps to centre her.
She is married to one husband and is happiest when she is at home spending time with him and her two children.
June Spence-Jarrett
EXECUTIVE DIRECTOR
Mrs. N. June Spence Jarrett, J.P., joined the Jamaica Anti-Doping Commission (JADCO) on March 5, 2018 as Executive Director. She is a renowned civil servant whose stalwart contributions to Jamaica has span over 44 years.
She began working in the Department of Correctional Services in 1977 where she has served in several positions ranging from Teacher – Ministry of Education, Probation Aftercare Officer, Senior Probation Officer, Regional Director, Director Juvenile Services, Deputy Commissioner (HRM/Community Services) and the first female Commissioner of Corrections. She officially retired in 2011 after serving 33 years.
Mrs. Spence Jarrett is a strong administrator who has been lauded for her work during her employment years. But has continued to contribute to the Government of Jamaica beyond her retirement years, through several initiatives projects and programmes across various organisations that has seen the development of young Managers and Organizational capacity.
She dedicated time to the Denham Town Primary School as a Guidance Counsellor and was instrumental in the established their breakfast feeding programme and a robust counselling programme which increased school attendance significantly.
Her selfless attitude for developing young minds and establishing strong administrative systems were again called on, as she served in the capacity of Chief Executive Officer for a brief period at the Public Broadcasting Corporation. She utilised her expertise in administration to enhance the quality of services provided by the institution.
She has served on several boards such as the Firearm Licensing Authority and the Spanish Town Hospital.
Her contributions did not go unnoticed as she is the holder of several awards such as the distinguished Governor General’s Award (2008), the Medal of Honour for Meritorious Service, the Civil Service Long Service Award along with various Leadership awards attained throughout her employment years.
The experience and leadership capacity posited by such a strong mind, has led the Commission into achieving its vision and mission, by strengthening the communication and education programmes, increasing the organisation’s visibility to the local and international partners, developing strong administrative policies, establishing a rewards and recognition system, increasing JADCO’s testing capabilities, strengthening and developing stakeholder relationships.
Dr. Peter Charles
Vice-Chairman
Dr. Peter Charles is currently a consultant neurosurgeon at the University Hospital of the West Indies and an Associate Lecturer in the Department of Surgery at University of the West Indies (UWI), Mona. He has done extensive research and received further certification in the area of spinal surgery.
Dr. Charles is a past student of Campion College and a graduate of the University of the West Indies (UWI), Mona, where he obtained a Bachelor of Medicine, Bachelor of Surgery (MBBS) degree from the institution and also a Doctorate of Medicine (DM) in Neurosurgery.
He served as Resident at the University Hospital of the West Indies (UHWI) from 2002 to 2008, before working as Senior Resident at the Kingston Public Hospital in 2009. In 2010, he was Chief Resident at the Regina General Hospital in Saskatchewan, Canada before returning to the UHWI to fill a similar post in 2011. He has also lectured in the UWI Mona’s Department of Surgery and in the Doctorate of Medicine programme in the Bahamas.
Dr. Charles is a member of the Medical Association of Jamaica (MAJ) and the Association of Surgeons of Jamaica. He was previously a member of the Jamaica Medical Doctors’ Association (JMDA), the Jamaica Anti-Doping Disciplinary Panel and the Intergovernmental Bioethics Committee of UNESCO. He is currently a member of the Board of Independence Park Limited (IPL) and has also previously served on the Board of the South East Regional Health Authority.
In 2007, he served as volunteer doctor for the ICC Cricket World Cup and since then he has been a part of medical teams for track and field events. He also gives service at health fairs and other public events across the island.
